Introduction to the School of Law

The School of Law of Huaqiao University was formerly the Department of Law of Huaqiao University. The Department of Law began to enroll students in 1985 and officially changed its name to the School of Law in September 2003. It is one of the most long-established law schools in China to carry out professional legal education and legal talent training. The first dean of the Department was Professor ZHUANG Shanyu, a distinguished Chinese activist, jurist and former president of Huaqiao University. The current administrators of the School are Professor LIU Chao, dean and deputy secretary of the Party Committee, and ZHANG Bin, deputy secretary of the Party Committee (supervision). 

The School of Law has 46 full-time teachers, including seven professors (accounting for about 15% of the total number of teachers) and 25 associate professors (accounting for 54%). Among them, “double-qualified” teachers (“double-certified” or “double-professional titled” teachers, namely “teachers with intermediate or above technical titles (or vocational qualifications)”) account for 88%, among whom two are New Century Talents of Fujian Province, three are Outstanding Young Scientists in Fujian Province and one is the candidate for the 9th National Outstanding Young Jurist. 

The School of Law adheres to the educational philosophies of “focusing on the cultivation of both morality and fundamentals of law” and “in-depth comprehension of laws, industrious practices, integration of comprehension and practice”. It also abides by the administrative principle of “providing education for overseas, for Hong Kong, Macao and Taiwan and for the reunification and overseas Chinese affairs”. Following the mission to build a university for overseas Chinese and a prestigious university, the School of Law is devoted to improving the teaching and scientific research and achieving steady progress and outstanding results. 

The School of Law offers one undergraduate program (Law) and two master’s programs (LLM and JM). The LLM program has four pathways including Litigation Law, Civil and Commercial Law, Economic Law and International Economic Law.

The undergraduate program of Law is selected by the Ministry of Education of China as a “Double Ten Thousand Program” (first-class undergraduate program in Fujian Province). The discipline of law is awarded as “Plateau Discipline” and key discipline of Fujian Province. The discipline, with its overall strength ranking among the top 40% of law disciplines in China, was awarded C+ in the fourth round of national discipline evaluation in 2017. The School of Law has one legislative base of the Ministry of Education and six provincial-level practical teaching platforms including Fujian Provincial Research Center for the Rule of Law, Fujian Provincial People’s Congress Standing Committee Local Legislation Evaluation and Consultation Services Base, Fujian Provincial Graduate Education Innovation Base, Fujian Provincial College Students Off-campus Practical Education Base, Fujian Provincial Law Graduate Workstation and Fujian Provincial Law Graduate Tutor Team. The School of Law consistently organizes and holds provincial-level competitions and activities including the “Moot Court Competition of Fujian Province University Graduate” and the “Cross-Strait Law Graduate Education Forum”. 

The School of Law has nearly 20 national research projects and more than 80 provincial and ministerial projects, with more than 100 high-quality research articles published in leading journals. Our teachers have published three articles in People’s Daily and Guangming Daily and above ten papers that have been reprinted by journals including China Social Science Excellence of the Renmin University of China, Chinese Social Sciences Digest, Xinhua Digest and China University Academic Abstracts. 

The School of Law enjoys a successful development because of overseas Chinese students and has distinctive characteristics in teaching. Overseas students account for more than 20 percent of the students in the school. The School now boasts its ability to teach students according to their backgrounds and aptitudes. Adhering to the educational philosophy of serving Hong Kong, Macao and Taiwan, the School of Law has cultivated and trained a large number of outstanding talents with both political integrity and technical competency for Macao by giving full play to its comprehensive advantages in disciplines. To celebrate the transfer of sovereignty of Macao, the School of Law began to enroll junior college, undergraduate and graduate students in Macao in 1996. It has cultivated 1286 legal professionals, some of whom are working for organizations such as the Macao SAR government and its various agencies, Macao SAR national security law authorities, Macao Science Center and the Macao Branch of Bank of China. Many alumni are industry elites who are making positive contributions to the prosperity and stability of Macao. 

The School of Law has become a well-known school in Hong Kong, Macao, Taiwan and Southeast Asia for its strong faculty, the complete range of secondary disciplines and distinctive educational features after 30 years of development.
